A brief summary of the article is below.<\/p>\n<p>How do states decide to extend or withhold international recognition in cases of contested sovereignty? Israel is a United Nations (UN) member with the largest number of non-recognitions from other UN member states, and Palestine is the UN non-member with the largest number of recognitions by UN members.
