Subject: Research Security Training
The CHIPS & Science Act of 2022 (P.L. 117-167) and the National Security Presidential Memorandum –
33 (NSPM-33 – 01/2022) require Federal research agencies to institute annual research security
training modules to the research community.
After considerable delay, NSF, NIH, DoE, and DoD who were named in the Act, issued guidance to
Institutions of Higher Education requiring Covered Individuals (PIs/co-PIs/key personnel) to take
research security training prior to the submission of a proposal effective October 10, 2025.
Other federal agencies will eventually require the Research Security training as directed by the
NSPM-33 Memorandum.
The CHIPS & Science Act and NSPM-33 require research security training to cover cybersecurity,
export control, international collaboration, international travel, foreign interference, maligned
foreign talent recruitment programs, conflict of interest/commitment and appropriate employee
disclosure. The UCF Compliance Office created a research security training module that meets the CHIPS &
Science Act and NSPM-33 requirements for all federal agencies. The training module includes a
session on appropriate disclosure for the Other Support form as required by NIH.
On a project-by-project basis, and based on the research purpose, federal agencies may require non-
key personnel such as students and postdoctoral researchers to be trained on specific foreign
interference topic(s), for example, maligned foreign talent recruitment programs and foreign
interference (the disclosure of proprietary and/or controlled technology both at home and while
traveling abroad). These and other topics are addressed in the UCF Research Security training
module, and the Office of Research Compliance office can register students and postdocs accordingly
through Workday.
The Office of Research enrolled investigators designated as a PI/co-PI on federal and federal flow-
through proposals and/or awards for the past three (3) years. The enrollment includes an automatic
12-month renewal as required under the CHIPS & Science Act and NSPM-33. If you plan to submit a
federal proposal or have been notified you will receive a federal award and have not been enrolled
in the Research Security training module please contact the Office of Compliance in the Office of
